Ex-post evaluation was made to the Department of the Material Science. Time span was the five-year. Seven laboratories was divided into 4 domains; the radiation field material science (I), the ultimate property new material (II), the actinide science (III) and the facility development operating management (IV). The activity of the laboratory was defined by the number of research papers published by the five core researchers (CR). Three case studies were made here; JAERI papers having at least one CR as the author (case (1), JAERI original papers having at least one CR as the author (case 2) and those having at least one CR as the top author (case 3). Resultantly, the activity top was the actinide science. The rating of the objective accomplishment decided by the external reviewers and that of the achievement dissemination and its percussion effect coincided with the present results.

JAEA had been improving and developing of X-ray sulfur meter using energy dispersive X-ray fluorescence analysis method, with TANAKA scientific Ltd. which is a manufacturer of scientific instrument for petroleum qualification measurement. In spite of weak and noisy X-ray signal due to aiming at measurement of very low density of sulfur in petroleum, they were successfully merchandizing the X-ray sulfur meter. By investigation on the R&D management in each organization, it was found that the key person of each organization carried out each R&D management under the steady and close cooperation, in which JAEA researchers belonged to two divisions collaborated closely. In addition, being very similar to the system integration model of the innovation, was found as a result of modeling with respect to R&D management in the merchandizing development process.
